Phase 1 - strategic phase

  1. What population information (e.g. estimates and projections) is needed?
    Are there any short- and medium-term population trends or issues relevant to the policy function or outcome?

    Are we analysing the population within the most appropriate frame (eg, by ethnicity when by socio-economic status or age may be more valid)?
  2. Do any demographic features (eg lifecycle, cohort effects) help clarify the nature and significance of the statistics?
  3. Are there potential short to medium-term demographic impacts on the supply of relevant services (eg teacher supply)?

    Do we need to consider how they might interact with demographic developments on the demand side?
  4. What are the key outcome indicators by population sub-group?
  5. Can we benchmark New Zealand outcomes data against data from any relevant comparable jurisdictions overseas?

    Does the use of national benchmarks introduce unintended disparities at a sub-national or sub-population level?

    Can we benchmark sub-national data against other regions in New Zealand?

    Are the definitions of outcomes and other parameters consistent across geographical units?
  6. Are existing policies in any area having unintended or indirect effects on outcomes of interest?
